Who is responsible for the war on terrorism?

To me the nation who is responsible is the United States since currently they are still the worlds superpower allowing to break free to suffer not Afghans but other nations using their policies to further weaken political, social, and economical power meaning to build up their strength to ready for an opportunity to strike.
